I currently have these specs:
CPU: Core i5-7500 
GPU: None ATM
RAM: 8gb Corsair Vengeance LPX ddr4-2400

MOBO: Gigabyte GA-B250M-DS3H
PSU: Corsair CX400 ( or 450 im not home rn )
CASE: Vivo V-06 " SMART " ATX Case
-----------------------------------------------------------------
I want a very trusty rig for gaming streaming etc. I want like a 1070ti or 1080 and I want to upgrade processor any suggestions? can be RAM Upgrades, MOBO Upgrades ETC. as long as it stays within 800 US Dollars

It'd be very hard to fit that and a 1080 in the same budget.  I'd recommend getting a ryzen 1600/2600/1700 or if you want intel, just get a 8600k if you want to overclock.

an i7 7700 and a 1070 Ti wouldn't be that bad of a combo.

honestly I dont really care too much about overclocking, I just want an i7 with a good base and turbo speed

It's not old the i7 7700 is like the best quadcore CPU in the market... you can stream fine with it using QuickSync(iGPU)... all in all just get a second hand i7 7700 and throw the 1070 Ti in is all you need to turn this a capable gaming and streaming PC... might wanna make sure which PSU you have depending on the label you could be advised to replace it too.

 

Buying a second stick of 8gb of the same RAM also would be nice, like AC Origins with high settings at 1920x1080p likes using about 9.2GB of RAM for a quick example so while 8gb is still enough it certainly isn't optimal.

In this current market getting a 1080 or 1070TI with an $800 budget with something like an 8700k would be extremely difficult to do. Damien showed you a pc part picker with a 1080. But due to the mining craze that number is still MSRP. Odds are you wont find a 1080 for under $800 now unless you get lucky or on a website miners aren't looking at. Look at EVGA B-list products. They are refurbished cards that work fine and are usually cheaper but most of the 1080s and 1070s are gone unless you look really hard.

so basically just stay with the MOBO I have and get the GPU and i7-7700 and 1 more stick of ram and it will be a pretty good gaming machine? also would you happen to know how much FPS I would get in GTA 5 1920X1080 on High while streaming?

HUH never mind. After looking more into it you can get a 1080 for around MSRP. So it'd be possible you would just need to sell the CPU and modo for some money and youll have more of around $1000 budget. So id go with a 1080, i7-7700, and you can easily find a good motherboard with the rest.
