Linux Touchscreen Scrolling

Whenever I try to scroll on a webpage on linux, it just highlights the text. That is not what I want.

 

Note: This is only for touchscreen. Scrolling with the mouse is fine.

 

Linux Distro: Ubuntu 16.04.

Yes. 2 fingers while scrolling on the screen and it highlights everything.

What hardware are you using? Try 3 or 4 fingers just to make sure it's not something trivial.
