cpu not getting up to boost clock

hey guys,

i'm using a 1700x on msi b350 gaming plus and i've recently tried to overclock it via software cause i don't know too much about oc . so software i'm using is msi command center it was showing base clock  - x.34 , just changed it  to x.37 , which is under it's boost clock of 3.8 ghz (just to be safe) . 
afterwards i set it to its default speed x.34 hit apply closed. but since then it is not going to its boost clock in any stress test or heavy load , i've made many runs in cinnebanch r15 but it is not gonig any higher than 3.4 ghz 
even after some shutdowns and restart same continues . what should i do?

Command center sucks.

Don't use that. Reset everything back to defaults in it, uninstall it, and overclock from your bios.

Follow some guides first too.

You should never be overclocking if you're even a little bit unsure about what you're doing.

ALWAYS OC from your BIOS, don't use software, it's unreliable :/

Reset your BIOS to optimized defaults and see what happens. Also reset the software, remove it completely and never use it again.

Your first and only issue so far was just use the software instead of the BIOS, really just watch a few youtube tutorials, there are more than plenty of those, and you'll see it's much easier than it seems.

Windows on its own is unreliable a good portion of the time, so never do anything that could change or alter your bios(flashing to new version, cpu overclocking, etc.) through windows. 

 

And to to clear things up with this:

You should not mess with VOLTAGE if you don’t know what you are doing, the act of increasing your clock speed on its own will not harm your computer. Always do your research before attempting something like this, but you won’t actually know what you are doing if you don’t do it first. Just learn your limits with voltage by looking up the max safe voltage for your chip, it seems the consensus is 1.45v. AGAIN, make sure you learn what to do before you mess with voltage, also learn your way around BIOS if you don’t already know.

I don't see any thing wrong with what you wrote, it's basically it, if you'll mess around with hardware frequency, outside GPU which is fine using MSi Afterburner for, you should really do it on BIOS level, it's also safer as if the overclock fails your system just reboots back on stock settings while if you mess around with with Windows already active you could potentially crash into blue screen of death and even damage windows altogether.

 

Sticking as close as possible to 1.4v is desirable (less is better though) just... this depends purely on the silicon lottery... some chips needs more just how it is.

 

Set windows power options to performance is important as well... have a temperature reader while stressing the CPU also a nice bonus.

i've uninstalled all msi crap and have reset my bios to its default settings , now it's getting upto 100mhz more under load . 
i opened up ryzen master and it shows peak speed 3.5 ghz , what should i do now?

Watch a bunch of overclocking guides until you're confident and then overclock from the bios:

The max turbo frequency is usually 1 or 2 cores, when running 100% load on all cores the max turbo frequency you will see is lower but it still boosts as you can see.

This is how your CPU should actually behave
