Having a 1080ti is great and all but you won't get the performance you want with 8gb of ram. The thing will have major issues if you are trying to play at anything higher than 1080p and at 1080p you will be heavily bottlenecked. Also not having an ssd with a 1080ti is a sin. If you are spending that much on a gpu you should be able to spend a little more for a ssd.

Meh maybe the ram is a prob but ill probs get a 4GB Stick in the future,and i can live without an ssd! :D

For gaming it's basically identical in performance to the 1700. I have the 1700 and it's a good cpu but most games only scale up to 6 cores so the extra 2 are really only useful in other tasks not gaming. The 1700 when at the same clocks as the 1600 is about 1 to 2% faster. That is basically nothing. One thing to note is that at least 8gb ram is a must. If you try and run that machine with only 4gb of ram you will bottleneck that system harder than any poor cpu choice would. The ironic part is that the 1600 out of the box is better in games than the 1700. Obviously most people are going to overclock both the 1600 and the 1700 so they will end up with similar clocks. My suggestion would be make sure you get 8 gb of ram as a must. 16 gb would be preferable but I understand that it's quite expensive. The ssd is nice to have but isn't needed. It will just make you computer feel slower than it actual is in general use. I would opt for the 1600 as it is within margin of error for the 1700 in games.

Also to answer your question is it a bottleneck for the 1080ti? At 1080p it definitely is. At 1440p and 4k? Not as much. I have the r7 1700 and a 1080ti. It bottlenecks my gpu for sure at 1080p but I honestly could care less as it still plays any game I want at quite high fps.

Honestly at 4k ultra the cpu would likely not matter for the most part. Unless you are running a really crappy cpu the gpu will be the limiting factor at those settings a res. The ram would honestly matter more than the cpu as that is where alot of the assets would go and would cause major dips in fps when it has to go to your hard drive for information.

can i get away with 3sticks of 4GB DDR4 (For intel i guess 2444 or whatever that speed is, for ryzen 3000)
