EVGA 600B is a pretty bad PSU, I would look at the CX (2017) variants from Corsair for example. 550+ watts for the Vega 56 I think is ideal with 600+ being recommended but I can't recall exactly.

 

A nice rule of thumb is Tier 4 to Tier 1 from this thread are decent but Tier 3 to Tier 1 are ideal with Tier 1 being the best (and usually more expensive):

I have a cx750m and it handles my 1080 fine. Its not that loud, haven't noticed coil whine. Got mine for 70.

Depends on the overclocks you plan to push on the GPU but paired with an 8400 I think you'll be fine with 550 watts. If you were looking at like an 8700K with some heavy overclocks then 600 to 650 might be a good idea.
