Its ddr4 just buy an i7 a 4460 to a 1600 isn't that big of an upgrade for gaming

That's why I'm saying i think the better move would be to try and find a cheap used  i7 4770k   then you don't need to buy a new motherboard ram and its better then the 1600

Your FPS really depends on the game. For games like battlefield 1 you need a nice 6 core CPU to keep that 1070 fed, but for games like CS GO you would be fine with your current CPU. What is for sure though, if you upgrade from your 4460 you will need DDR4 RAM as your 4460 uses DDR3.

 

Finding a used 4770k or 4790k would be much cheaper and probably get you through a few more years.

The Cryorig H7 is a cooler. You don't HAVE to buy one, but I assume you have a stock cooler, and it will be screaming trying to cool the i7.

Yes will get the same fps as you will on a non-overclocked 4770K. Haswell is very similar in performance as Skylake and Kaby Lake. Coffee Lake (the latest) is the first one to be a big performance jump in a long time. You'd need a new motherboard and RAM for that though. The best price/performance option is to get a 4770.
