Are you upgrading the whole platform? You can't use DDR4 in a DDR3 system.

What do you do with you system? With games, I believe you see tangible benefits from upgrading to something like 1600 or 1866. Above that is mostly fluff, speeds tend to affect Ryzen more, and to a lesser degree, newer Intel platforms.

That is bizarre. Also interesting that it supports so few memory speeds. Clearly they didn't put too much effort into it.

As a CPU, yes. That doesn't mean the motherboard does.

this really depends on what you are doing. you may see minimal things in gaming, maybe. the new cpu will be the bigger thing. but for ram heay things yes it will

Actually RAM speed heavily impacts gaming, especially in older architectures. Digital Foundry has covered this, and RAM speed has been called into question as a means of making benchmarks favor the hardware you want favored. Why so many reviewers match RAM.

That's subjective, personally I'll pick speed over capacity, unless the two speeds are close. Most 1600MHz DDR3 kits will hit over 2000MHz if you loosen the timings. So I would personally try overclocking what you have, then move onto a better 16g kit if you don't get over 1600MHz.

I think I saw a video on linus doing ram speed comparisons and there aren't really huge benefits to getting higher speeds. My question after is would I be better off spending the money on get noctua fans instead or a better gpu

That video is not something to go off of LOL. The better graphics card would offer better price to performance over the fan. 

 

Here's an easy video to show how important RAM speed is. This is even showing a newer CPU, older architectures get a bigger bump.

If I can get the ram to 1600 should I just call it a day and upgrade the GPU.My GPU is a g tx 660. Was thinking of getting a g tx 1070. Or should I still upgrade ram.

If you can get to 1600MHz on fairly tight timings call it a day. I would only buy a new graphics card right now if the price is right, so at MSRP. Both AMD and Nvidia should have new cards out by late fall so waiting isn't a bad option either. Especially in the 1070 class.
