Also, NVIDIA GPUs typically designed to as fast as possible until it hits what it thinks is a thermal limit, then it adjusts itself if it thinks the cooling system can't keep up. But unless it starts dropping below the base clock speed, it's not considered to be in a thermal throttling condition.

I have a AMD GPU. If my card is constantly at full clock speed, is this a good thing?

Unless you deliberately want it that way, no. It's supposed to lower clock speeds if idling.
