USB ports not working and post issues

USB's stop working randomly for few seconds. Some stop before others (within seconds) but ALL reset at the same time. Some ports are never on (6 of them) which is a problem for VR. All drivers are updated. Works fine before booting (in BIOS). Sometimes (1 out of 20 power up) desktop doesn't even post, lights are on but nothing happens. Was overclocked but stopped when posting issues came up.

Custom built PC made 2 years ago

Specs:

 - Windows 10 home 64-bit 

 - Asus Crosshair V Formula-Z

 - AMD FX-8370E

 - GTX 970 ASUS Strix

 - 16 GB DDR3 RAM

Was thinking power supply, because after playing around windows 10 power options, it seems to be a little better (although not enough)

Windows 10 power option changes wouldn't cause your computer to not boot at all, it's more likely a hardware issue.

I haven't checked too see if it would cause that. Was talking about my USB cutting in and out

They recently stopped working. As time goes on the duration between resets gets shorter.

Well apparently mine like to turn off and on as well. Now my 3.0 ports aren't working.
