More than likely just run your fan at 100%.

Well considering I have about an extra 1/8" of space left. The Zotac 1070 mini is a dual fan card and the case is well ventilated. So case airflow is as good as the power supply, a 120, and an 80 mil fan can do.

Whoops, I was looking at the single fan gigabyte model...

Are you sure you put enough thermal paste? and it's making good contact?

What's your case and fan set up?

Maybe check your power draw in GPU-Z and see what's happening there, could be that the card is just drawing a lot of power.

What happens at 100% fan speed?

I put the thermal compound with the "Rice dot" method. The fans have an auto protection protocol that causes the fans to not allow them to run at that speed for very long. It could be that too. Maybe it could be a faulty chip or power delivery issue. Will try to see what GPU-Z reports

I would definitely consider giving it more than a rice dot.

I pulled a Paul and forgot to log the data when I hit TJmax. The system froze for a second then shut down after I'd give 20 minutes in normal Watch_Dogs 2 (1080 medium, I am limited by RAM but we can see the price of DDR4 is a little screwed atm so that'll have to wait) but yeah will be back just have to recreate the same scenario, drive through San Fran, although I notice lots of shooting does better than fast car chases at crashing the system.

GPU-Z Sensor Log.txt shows the GPU-Z output up to the time of crashing (00:48:48 in the log file). Although the fans did spike rapidly for a few seconds as the system hung for a few minutes before freezing. Pet required attention so....but everything is in order core clock is what to expect from Pascal, voltages are well below 1.09V, up until it isn't and the fans go nuts while the system grinds to a halt just 13 minutes into a gaming session.

You can cover the GPU die with non conductive paste, and you probably want to as well, do you remember how it looked when you first removed the paste?

Try taking the shroud and fans off the GPU, and putting a spare 120mm fan or 2 zip tied to the GPU running at 100% speed to see if it's your fans doing something strange.

As a last resort you could buy an after market GPU cooler like the Accelero or Morpheus II but the Morpheus doesn't come with VRM/Memory heatsinks I don't think.
