I do like 5 minutes while I'm dialing it in, then once you think you've found good settings you let it go for a couple hours to make sure. Also use different tests with actual test software mixed with games and things.

Hmmm, you can try adjusting the voltage up to 1.325 or so and see if that changes anything.

I wouldn't mess with the DRAM frequency, that's for your memory and 1.35 is pretty much where you want it.

At this point I'm wondering if the motherboard can keep it stable.

The AMD Ryzen master is so much easier in over clocking the cpu and  memory

It crashed lol so I have gone back to the old one and I put 3600 mhz at 1.25 volts left the pc with stress test on when I get back home I’m going to see if it crashed if not I’m going to up the MHz back up to 3800

With AIDA64?

I would call that pretty close to stable in most cases.

And could that be the plroblem for my cpu not wanting to hit 3.8mhz?

If it's the same BIOS that the board came with and it's pretty out of date (6 months+) then yah, it's definitely possible. The BIOS updates have had a fair bit of stability improvements since Ryzen first launched.

I would note your settings, update the BIOS, and then plug them back in.

I updated bios and put the MHz to 3.8 with voltage to 1.35 and it passed the cpu-z bench

At this point I really suspect its a crappy motherboard that's causing all the issues, just bad luck with the chip, or more likely a combination of the two.

I really hope that's a typo because even 1.55 would just about kill a CPU not being cooled with LN2
