Thats a pretty low clockspeed all things considered, however it entirely depends on the quality of the chip, some good ones might do it on less than a volt

What they are referring to is that no chip is never the same as the other. All of the sold chips are within the tolerances but some are just a bit better than others. That is the reason why some people are able to achieve higher clocks with the same chip model than others. That can also be seen with raspberry Pis for example.
This "phenomenon" is referred to as "silicon lottery" as it is luck based on how well your chip will do above those tolerances.
