What are these files?

the red squares are just personal files i blocked with super fancy snipping tool pen :^)

They belong to the Microsoft Visual C Runtime Redistributables, you can delete them perfectly safely.

 

Gears of War is stored in the folder called WpSystem btw.

I don't think they're system files so go ahead. You can always restore the Recycling Bin files back isn't it?

Looks like some residual game files. You could try running install.exe and see if it gives an uninstall option, otherwise just delete them.

when i open it's a installer/uninstaller for microsoft visual C++ so i guess that's what all the files are (opened the .txt files and says C++ there aswell) but why is it installed there and do i need them?

EULA stands for End User License Agreement, and the install.res are dynamic files. They are more than likely leftovers from game installation

Yes, to install the Visual C Runtime Libraries, don't worry about it at all. They're freely available from the internet anyway.

Games often bundle a version of Visual C++ and such to save you the hassle.
