Windows Server 2016/12 or Windows 8.1

It would be used for a simple joomla site. I haven't used either operating systems (i've used win serv 2008, win 10, win 7 and win xp). Which would be a better option to run a a joomla site? I am more familiar with using xampp or wamp, which is why i am leaning towards windows 8.1.

The system would also be a virtual machine, on my portable SSD
