Hard drive not detecting

My neighbor just got a brand new 4tb Seagate hard drive for they're build. It's doesn't detect on the Windows File Manager but in task manager it shows up. It also shows up in Crystal disk and in BIOS

Open disk management. It probably needs to be initialized and formatted.

It also might just be that it needs a drive letter, which you can do in disk management as well.
