Your first problem is that you're looking for a prebuilt. Buying one of those wastes a lot of money. I'd build a system like this:

PCPartPicker part list / Price breakdown by merchant

CPU: AMD - Ryzen 5 1600 3.2GHz 6-Core Processor  ($248.50 @ Shopping Express)
Motherboard: ASRock - AB350 Pro4 ATX AM4 Motherboard  ($109.00 @ Umart)
Memory: Corsair - Vengeance LPX 16GB (2 x 8GB) DDR4-3000 Memory  ($281.00 @ Skycomp Technology)
Storage: Crucial - MX500 500GB 2.5" Solid State Drive  ($179.00 @ Shopping Express)
Storage: Seagate - Barracuda 2TB 3.5" 7200RPM Internal Hard Drive  ($74.00 @ Shopping Express)
Video Card: Zotac - GeForce GTX 1060 6GB 6GB Mini Video Card  ($419.00 @ Scorptec)
Case: NZXT - S340 (Black) ATX Mid Tower Case  ($104.50 @ Newegg Australia)
Power Supply: Corsair - CX (2017) 650W 80+ Bronze Certified ATX Power Supply  ($94.00 @ Shopping Express)
Total: $1509.00 AUD
Prices include shipping, taxes, and discounts when available
Generated by PCPartPicker 2018-04-11 16:51 AEST+1000

This'll do just about anything you want it to. Buying a prebuilt with these specs would cost you almost double, so I really wouldn't advise that.

He's on a $1600 budget, not a $400 one

And no, the 2400G won't do those games 1080p ultra.

The suggestion by @Leinad4400 is pretty spot on. The only thing I would change the PSU though. Pay an extra 10-20 dollars and get a Gold certified one instead of Bronze.

Is there a difference? A nice Bronze one is already good enough and gold rated units in AU are expensive while AFAIK electric is cheap

Usually the Gold ones have a bit more protection like overcurrent protection and short circut protection. But this depends on the models.

For me this is quite crucial because I get sudden blackouts every month, so a proper PSU is a must.

80PLUS ratings are just efficiency. Better protection tends to come with higher end ones, though, so yeah a silver or gold would be better. CX650 was just the first decent one I saw on the list lol

Wait for eBay 20% off Dell (on at the moment)

Use code 'PUMP20' to make it roughly 1700AUD. You stretch but it's an i7 8700 with a 1070, better than 1600 and 1060 by a long stretch.

idk

hey man. you should build it yourself, isn't that hard just lookup a tutorial on internet. definently don't go with a risen cpu with your budged, would suck.
