Starting a Programm over the internet

hello I want to bootup a Programm on my other pc over the internet but I cant use teamviewer. Does someone has a idea?

Powershell SSH, event scheduler, Real VNC (link)... 

What program and what parameters are required to start it? ( Start at a certain time, etc.)

is a .exe with no admin right required. btw thx I will try it

If the PC running windows if yes, do you know how to program in C# because that's would be very easy.
