Ik , here goes ,.

 I have a i7 2600k at 4.5 . 8 gigs ram

Msi p67a-gd65 mobo , water cooling blu ray recorder and

dvd burner. About 5 HDD and 1 ssd .

I will be uprading the hdds  , the ssd , also have 8gig ram ill up to 16.

What I'm looking to do is upgrade to some 4k streaming and video editing..

What would you guys suggest ? should I upgrade or rebuild ? And what are your thoughts?

Id really appreciate it. thanks

   I can do a new build for about $1500 or less getting on large part a month.

or around $499 a month..

 I'm in the us and currently have a msi Fermi 480 card I think.

But with what I already have ,could I get by with a new video card ?

There's no major upgrade for your CPU for video streaming, and you can't really buy GPUs right now, so just keep waiting on that front.

 

Would suggest you just keep saving, or if you want a more powerful CPU get a Ryzen 7 2600 and X470 board on April 19th.
