Rubberbanding/Stuttering in games

OK, so I'm playing BF1, SW:BF2 and R6 Siege and I'm getting sutters/rubberbanding in regular intervals. I've tried slither.io out of curiosity and it happens there too. Intersting thing is when I run games from after cold boot everything is normal and if I go and play the games after some time after web browsing, youtube or whatever it starts again(sither.io does sutter even after cold boot). 

So far I've: Disabled Origin in game, unparked cores, cleaned registry, turned router off and on, disabled Nvidia GFX stuff, reinstalled Windows... Stutters do not appear on MSI afterburner frametime tab. Please help, I've cashed out so much for this rig and this is becoming excruciatingly annoying.

MSI 1080 Ti Armor

PSU: Corsair RM 650W
