Need help finding a video converter

I'm right now having trouble with video formats and premiere because Maya 2016 that seems to be the only I can render with but it can't render .wav's or something besides .avi's that premiere won't accept and the converter my school had in their software center is very bad for quality so does anyone know of a video converter that can convert .avi's to a video format that premiere accepts without loosing much or any of the original video's quality.

What is your budget/country for your new PC?

what monitor resolution/refresh rate?

What games or other software do you need to run?
