You would need a laptop that has a built-in LTE card, similar to a WiFi card. You'd then be able to get a SIM card and data only plan from a cellular provider and put the SIM card into the SIM card slot on the laptop.

 

Otherwise you have 2 options to use cellular data on a laptop: WiFi Hotspot from a phone with a good data plan, or tethering via USB cable to the laptop. Is there a reason you can't use WiFi Hotspot from your phone?
