Could someone recommend me a build for $750, it's for my friend, he never does anything else then gaming so I guess that should help, only hardware for a rig no monitor keyboard etc... Thanks!

Yes the 280x would be better and you should get it... if it is available. They appear to be out of stock in most US stores because everybody buys them for mining (bitcoin, litecoin...). Also prices have increased because of this.

Depends on the headset but probably not.

New games are using more than 4 cores.
