I'd try re-plugging in the monitor's cable - both to the monitor and the GPU. Perhaps even reseating the GPU. I've seen similar issues that can be fixed by it.

But I never messed with the gpu or anything and it won’t boot up it just stay like that

This is normally an indication of a dying GPU (at least from my experience). How old is the laptop? Specs? and does it run hot?

I didn't think those compaq things ever had a dGPU. Usualky issues like this are a bad LCD or bad RAM

Ahh, your right, I stand corrected. it would be integrated so LCD or RAM would make sense.

if the issue persists, it's the graphics chip whether it's a discrete GPU or integrated on the CPU..

if it goes away, it's the screen.

well i turned it back on and then the screen turns off

Try plugging it into a DIFFERENT monitor than the screen on it.

Sorry, should have been more specific :P

 

If you don't have a monitor, plug it into your TV via HDMI.

 

This will determine which component is the problem.

 

If it's just the screen, you could technically just plug it into a cheap monitor or your TV and use it that way for now.
