Hi. I found an eBay listing for a graphics card for $15 (ASUS EAH4650 HD Graphic Card ATI Radeon HD 4650 1GB DDR2). I am thinking about putting it in an old dell core 2 duo system to play games like CS GO and League of Legends. Should I buy it? please help me as I am just getting started in the world of computer hardware.

Get a GT 1030. That's probably your best bet. If that's too much, get a 730. If that's too much, get a 710. If that's too much, save more money.

I am trying to do a very low budget build and am looking for a price range from $10 to $20. Could you recommend anything in that price range?

Im gonna say no, its way below my Quadro FX 4600's and they perform like an 8800 GTX, which is pretty much the minimum to get 1080p all low 50-60fps.

Look into something like that, an 8800 card of some variety will be under 25$ on ebay and give adequate 1080p/720p performance.

No, dont buy those cards, theyre not designed for gaming, their sole purpose in life is to power two monitors at once.

If you have a 6 pin power connector, id advise doing what i did, and get a Quadro FX 4600.

Theyre 20-30$ and perform like an 8800 GTX, thats the best budget option at this price range unless you can find something super cheap near to you.

Alternatively, if you up your budget out of destitute range, you can get a 550ti for cheap and that will easily pull triple digit frames in csgo.

i think there are some simple things to look for when shopping for ultra low budget cards

 

easiest thing to look for would be memory:

 

DDR = bad (DDR 2, DDR 3 and DDR 4 if that is even a thing on graphics cards) 

GDDR = good (like GDDR 3 and GDDR 5)

 

also - have it be 1gb or more

 

a card with 1gb or more GDDR 5 memory usually is not all that bad.

a card with 1gb or less DDR 3 memory is pretty much always a potato.

Buy the silver "GTX 970" that costs about $40. It's actually a GTX 550 Ti. Report it to eBay as a fake and you'll get your money back instantly. Free card that kicks the crap out of anything you'd find for $15.

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

I don't know how realistic this is, but you may want to look into APUs from AMD, which are often priced similarly to the cpu you'll already have to get if you don't have it already and have often decent, but not amazing GPUs. Also, I don't know how demanding csgo is, nor do I know if it can run on an APU GPU with any reasonable performance, so check that too.
