I want to up grade my cpu what should I get here is my specs:

What's the system being used for and why do you want to upgrade the cpu?

Where are you shopping/located? Budget?

I know it's not your CPU, but an SSD would make everything so much easier to use.

 

Try going for 1600 or 1600x, whichever's cheaper.

IMO, depending on the games you play, you may be more limited by the GTX 1060 3GB.

And adding an SSD will speed up the system overall (e.g. Windows start-up time, game load times, etc).

 

That said, if you want to upgrade your R5-1400, you could step up to the next CPU.

R5-1600X.

I am suggesting the 1600X over the 1600 stricktly because of the higher frequency (3.6 GHz Base, 4.0 GHz Turbo .... vs 3.2 GHz Base, 3.6 GHz Turbo).

I don't think HP will allow overclocking, on their motherboards, so you won't be able to change any settings for the CPU.

Otherwise, I'd recommend the 1600 instead.

 

The motherboard HP uses is pretty barebones...not sure if it can handle a R7 1700 / 1700X.

The R5 1400 is already 4core/8threads.  Depending on what you are doing you might not even notice you've upgraded to the 1600.  Unless you are doing something that will truly benefit from the extra cores/threads it might not really be much of an upgrade.  I'm not so sure I'd put a 1700 in that HP board either.  

 

If this was my system the priorities would be to get an SSD first.  If this is strictly a gaming system I wouldn't be upgrading the CPU at this time as I think you'll be disappointed.  If you are video editing or using apps that can benefit the extra cores maybe it would be worthwhile.
