In Canadian Rubles, I'd buy that in a heartbeat, assuming everything is working well. Just throwing some rough used CAD prices together gives the following:

 

i5-2500k running @3.9ghz + motherboard $150
Hyper 212 evo $25
16GB ram running @1866mhz $150
MSI GTX 970 4gb $225
256GB SLC SSD $75
Corsair 650w 80+ Gold $75

TOTAL == $700

 

Of course, this is just my rough estimates based on the Canadian used PC market, but even if each component were $25 less, you'd still be sitting around $550 ish, so $450 is a pretty decent deal for a 1080p gaming rig, as long as you're not expecting to push max settings on the latest AAA titles, or do VR of course. (Not that any system is ready to do VR or 4K properly yet anyway.)
