I'm debating whether I should buy an NVIDIA 10 series graphics card or an AMD Radeon 400/500 series graphics card. I'm looking at reference cards (because of design) and I would like to know which manufacturer has a better price per performance. Any recommendations would also be appreciated! :)

budget? whats the rest of the system? resolution?

Probably should've mentioned that. Intel Core i5-4440 (upgrading soon), 12GB DDR3 RAM, 300W PSU (also upgrading to 450W or 500W). As for budget, I'd like to stay under $400. Currently I play on a 1080p monitor, but I have an extra 4k TV that I MIGHT use, likely not though.

So id probably go with a rx580 or gtx 1060, get whatever is cheaper, performance is about the same.

That's not a very nice price, MSRP is around 150USD... Can you try finding a used 750Ti?

GTX 1060. The Founders edition is quite good. Similar loudness as some customs (Asus Strix, Palit/Gainward Dual, Gigabyte Gaming G1. All similar to 2.4 sone Loudness. source: PC Games Hardware. german site), but at "only" 73°C (NOT hitting 83°C temperature target and throttles, like GTX 1070 and above).

Also, nice price if you buy directly from nvidia, when it's at stock. Thanks to Mining, most even cheap customs are more expensive - at least in Germany.

RX 580 reference will be a good tad louder..
