Ryzen 5 1600 or Core i5 8400?

I play GTA 5/COD Black ops/Just cause/Uncharted/CS Go.

 

Budget is about $400

I'm from India

I would be using my LG 4k smart TV I have no clue about refresh rate

Ryzen 5 1400 or i3-8100 is enough

 

Note that playing these games at 4K will need a GTX 1080 for high graphics quality settings
