AMD CPU is better for cheap build. Their Ryzen APU is best in class when it comes to cheap systems that are still capable.

my budget is probably about $400. I have a 1080p 60 fps monitor right now. The pc will be used for productivity and some light gaming.

Yes it can, also pc part picker says there can be an issue with getting the new raven ridge to work on certain motherboards.  Be certain to research this for the specific motherboard you're looking at first.

also you need to verify that any ram you're selecting is supported by the motherboard.  Either through the qualified vendor list on the mb site, or first hand experience of someone else using it with success.  Remember that it needs to be exactly the same ram as even same series within the same manufacturer can have different chips

Raven ridge will work on any motherboard. The problem is not all motherboard shipped with an updated bios that have the support.

Before shipping you may wanna ask the seller to update the bios first.

yeah, up to a 1060. you'll want to upgrade the cpu past that.

the QVL is just a list of ram that was confirmed working, almost all the time unlisted ram will still work fine.
