Are all XFX R9 270X's Voltage Locked?

After reading some forums, it seems you can't unlock the voltage even when using Afterburner.

From what I hear, most XFX cards are voltage locked.

 

You might be able to flash another brands vbios to unlock the card though; it's dangerous though

How does vbios flashing works? Do you basically just deleted a GPU's default bios and replace it with another's bios?

BIOS flashing usually voids the warranty.
