I want to know what is the BEST $250 card i'm NOT over clocking and i don't really care about special features or programs i just want performance and RAW power

I am considering getting a R9 270x, Radeon HD 7870, 770, 660(Ti), or 760 (I've always had a amd card cause they are cheaper I've never tried a nvida card)

760 or save up a little bit for a 770 or 280x

the 760 is alot better than the R9 270.  also your comparing a $180 GPU to a $250.

the 670 is better than the 760 despite what others say, here is my proof:

If you can find a 670 get it.  If you can't then get the 760.  Oddly the 670 has gone away.

Of all those you mentioned the 770 is the absolute best.  If I said anything else was better I would be lying.  if you can't afford the 770 then go for 760.  or 670 if you can find one.

Go with a GTX 760 for sure. It's easily the best card you can get in that price range as long as you're gaming at 1080p or less.

yes it is better but it costs more than what he wanted to spend (costs ~$300 while he wants to spend ~$250)

very true but he says hes willing to pay that.... thats why its in his original post. why would someone recommend the 760 if he is willing to get a 770?

get a  used 7970 i would say, you can pick one up at redflagdeals for cheap and depending on the manufacturer you can get warranty as well.

 

Used hardware is Always a risk to your computer while they may be fine it also may not.  I could type this:  *USED GTX 780 TI for $600* and sell it because I never stated it works.  Used stuff is often good but I wouldn't get hardware that's used because it could destroy your whole system.
