An App is fullscreen for a reason, to take up the full screen.........

Do you do the Mac equivalent of cmd+tab to switch between the full screen apps? 

 

If you are actually scaling down a fullscreen app and putting it on top of another then don't you block that portion of the bottom app? If you don't how is that different from having multiple fullscreen apps in macOS?
