First off I like this idea, I have access to more high end Xeons and I7s than GPUs. Second off, he totally would do GPU coins. Plus it would not be worth enough to get any really hard core guys on it.

I know several CPU mining algorithms that allow to to dedicate how many cores/threads you mine with, so that functionality would take care of the limited contribution issue. Users could dedicate however many cores/threads to use at any given time to save on performance and power.

Like I said, I have access to about 20C/40T minimum (across multiple devices) and could spin up others in minutes. Plus I could just use my AWS service and spin up a new instance.
