I would change the PSU to a Corsair CX450M, and the HDD to a WD Blue 1Tb if you've got the money for it.

If you can't afford the 1Tb WD Blue, don't worry about it it's not a problem only having 500Gb, but definitely get a better PSU.

That's a little better, but really stretch for a CX450M if at all possible

That doesn't look much better than the Cougar one you had on your original list.

I don't mind buying GPUs, motherboards, and CPUs used, but with power supplies I have a pet peeve of buying them new as I have absolutely no idea as to the actual condition of the unit.

The Seasonic one will last you some time, but I would advise you get the CX450M or 550M at the soonest possible opportunity.

deal with the rebates and get a CX450/M, the few dollars you 'save' going with a low-quality PSU won't mean shit if it blows up and kills your components. don't get the S/M12iis either, they're old as dirt by now and missing needed protections.

The Seasonic S12II is an older design. But it was built by one of the best psu manufacturers using good components. It will do a decent job for many years.

But if you can swing a few $ more, @DocSwag's suggestion of the Corsair CX450 (2017) would be better.

80+ ratings certify electrical efficiency. Not quality.
