r7 1700 not staying at set clock

So in short I have my ryzen r7 1700 at 3.4ghz at 1.06875v (use stock cooler is why). I noticed aorund 2 months ago it started changing its clocks from 3.23ghz ish to 3.36ghz ish. I bought a pretty decent air cooler that's coming and would like to have my cpu stay at the clock its it should. When I first overclocked and undervolted and even overclocked and overvolted it would stay at the clock I set. I have changed power setting from low power to ryzen balanced to high power nothing change. I have turned off amd cool and quiet. I just went into my bios and turned off the power states thingy and now it doesn't go below 3.34ghz and likes to stay at 3.36ghz i'm kinda confused lol. Any advice would be greatly appreciated. Gonna update my bios its one the 2nd to newest and see if that fixes it.

Power saving feature probably ..

138 is a good number.

You must be reading clock speed from the Task Manager. Try use CPU-Z

@JurrunioAfter updated my Bios to the newest version the problem still persists. Granted a solid 3.34ghz is better than is changing from much lower to only 3.34ghz. I have turned off cpb or amds version or intel speed step. god rid of power states so in all honesty I don't know what else could cause this.... especially since when i update the bios everything is reset meaning simply its doing this at stock settings. Any help from anyone any idea at all would be appreciated.

@Zic05 I see where you're going with the fans and idk why that would be an issue but im going to test both things anyways.

that's still not  CPU-Z. HWmonitor isnt always correct either. Also have to touch the BCLK?

@Zic05 I did both there was a chipset driver update after fighting to get it to work it didn't fix the issue. Althought whenever I turned on my pc there was a slight delay before i could put my pin in and now that's gone atleast. Fans at 100% and even bumped the voltage a bit just to make sure it wasn't an issue and still at the same clocks.

In there a clock spread spectrum option? Turn that off.

@JurrunioWell after trying to look for that setting when I got out of Bios my windows got corrupted and had to reset.... Even after I loaded default uefi settings. Problem still persists...... Any other ideas?

You mean Windows still corrupted? You can try raise BCLK to 101MHz. I mean, the whole thing isnt that much of a problem, all it does is annoy people.
