Arguable either way, my preference is to have the ports downwards because having a more difficult maintenance is more annoying than having to tip the case a few more times during bleeding.

This^ every rad i use vertically, I have the ports down.

Personally I just do whatever makes sense for the tube routing, as both have their up and downsides. If the rad is gonna be the lowest point in the loop, I'll leave them at the bottom to allow for easy draining (usually will split the tube coming out of it to make that even easier and less clunky). If, let's say, I have a pump in the back of a 2-chamber case which is on the floor, I may have a front mounted rad in the main chamber with the ports up to make the tubing come to-from the motherboard area nicely.

So it kinda depends for me. Consider your options, and what will be more convenient and look nice.
