I was just wondering if there is a place where I can buy graphics cards without the cooler and just PCB.

You'd have to contact Nvidia or AMD directly to see what they can do.

Maybe if you buy it with a water block already installed (usually used), if that's what you're looking for.

You won't be getting a 1070 for $500 anymore  even with no cooler included.

It would cost you more because this isn't mainstream in the market so the solutions to this are slim.

lol good luck with that. you are NOT going to find 1070's for under $800 for QUITE a while. With Volta on the horizon, resellers are already throttling down on their orders to partner card manufacturers, and miners are buying up everything in stock when it becomes available at MSRP.

I'd contact Nvidia then, but I doubt they'll agree to do it for you.

It would probably be more expensive because they aren’t usually sold.

no. no one will buy a used 1060 for a new 1070 price.

If you're proposing using a cooler from a lower end GPU on a 1070, don't. They're not designed to fit the other PCB so you may not even be able to mount it plus it's not designed for the higher TDP.

 

At any rate, I'm pretty sure you can't. Your best bet would be getting the cheapest 1070 out there.

Just don't get a new GPU right now. A 1060 should be fine and right now graphics cards prices are SOOO ridiculous that it's a waste of money.
