How to unlock all the weapons and perks in hitman 2016

Like the title said how do I unlock all the gears and weapons in hitman 2016?

A quick google search told me that I have to level up mystery level. 

 

So do I have to level up my mystery level on the paris location? If I have a level 20 of mystery level at Paris, do I get all the weapons and perks? 

Or I have to do it for every location?

Had to ask my son since I don't play those games, but he says that each location has its own weapons and perks so as a result, have to level each location to get the stuff for that location.  Sry.

Not sure that is the information that you were looking for but that is what he says.......  My son is the gamer in the house so I had to take his information at face value.  sorry, hope it works out.
