It does. The fan blows directly onto the psu components and air gets pushed out the back. If your case has a filtered psu intake on the bottom and you don't plan on putting it on carpet or obstruct it in another way, point the psu fan down. This way your psu won't have any effect on temps and airflow inside the case.

Always fan down that way it’s it’s own  airflow and won’t make your case hot by blowing hot air into the case.

if you have a top mount PSU then mount it up if there’s a fan hole for it

That is the reason there is a fan hole by the psu mount

The PSU intakes from the case. And it's not like a 1500RPM fan is going to make a big difference

:)

How is the fan orientation? What side is facing outwards?

I can’t really look but if I put toilet paper under the fan holes for my psu it will push the paper not suck it on the vent

Love how basic methods help us know what way it sucks or blows.

Some people prefer a challenge, I just band my head against a wall until my method works...

What happens at the vent holes in the back? Are you also sure the fan on your psu is on, most modern psu don't spin their fans unless necessary.

My fav method, and probably best, is using smoke (incense sticks etc). You can see exactly where air gets sucked in, blown out, if you have positive or negative pressure...

Most PSUs will take air in from the case and push it out the vent holes, pointing out of the rear of the case.

Stop and think a second, something is more than nothing.
