Low Available RAM?

Yup. Open some programs and close others, the number will change when you refresh system information. It's just reflecting that you're using ~2.7gb right now.

Recently I've been running out of RAM pretty hard so I took a peek at the System Information and I found this

What gives? Do I actually only have 5.3GB available to use? What's up with the rest?

Its pretty normal not to have all of you ram available because windows is using a lot of your ram. And if your using igpu it will also end up giving you less available ram. Go into task manager and the performance tab then ram to get more information.

Yup. Open some programs and close others, the number will change when you refresh system information. It's just reflecting that you're using ~2.7gb right now.
