Quiet under $80? I know the Corsair RM550x is a pretty nice silent unit, but it's a bit more than $80, I think there are a few passive units for about that, but you'd wanna make sure there is decent airflow in your case

if you can catch an RM750x (or a RM650x) with a rebate you might be able to get it for 80 bucks (if you can watch and wait for another rebate to come around, they just had one on the 750 that ended last week) and it will operate fanless under the load of a 1060 and ANY CPU anyone would pair with a 1060 (no threadrippers or i9's because that would be stupidly unbalanced). side question how did you come up with the 400 watt number? I ask because my 6700k overclocked to 4.5Ghz and 1080ti (before I won the second one) overclocked to it's limits and both being stressed to pull as much power from the wall as possible never exceeded 430ish watts of which about 300 of that was the GPU as if memory serves me the 6700k by itself before adding a video card (just using onboard graphics) max wall power was like 120ish and a 1060 uses WAY less power then a 1080ti.

 

as for the 1060, find the one with the biggest cooler you can, most have a Zero Fan mode till you hit 60 C, you can adjust the fan curve to be less aggressive to make it quieter at the cost of slightly higher temps, but it's a 1060, it doesn't get super hot to start with. You'll have to check reviews for which 1060 is the least likely to use it's fans and how noisy the fans get under gaming loads.
