I have a build of a i5 6600k with a gigabyte z170x gaming motherboard, ripjaws 16gb 2400 ram, 980 ti, and a 650w power supply.

Just put the essentials cooler and hard drives are good still for me.

So I was debating on if I should upgrade the i5 6600k to an 8700k or wait until the predictably 9000k series comes out possibly later this year. I have been wanting to stream my pc games but I do suffer from fps issues which will cut me from 60fps to 55-58fps on games that suffer like gears of war 4 if the fps isn't consistent 60 fps, but knowing OBS it uses more resources which I am sure it's CPU resources than to my knowledge and 4 cores don't seem to cut it. I am not an overclocker and don't trust myself to OC anything.

So the question is should I upgrade my CPU right now or wait for the next gen of cpus down the line?

Wait for ryzen refresh

if you went to an 8700k you'd need a z370 mobo, you can get a 7700k on that mobo. 9000 series won't work on z170/z270 either, and probably won't work on z370... AMD has said Ryzen refresh is coming Q1 2018, rumors had been swirling that it'd come early to mid February, hard to say whether it's gonna be good stock or need overclocking until it gets to reviewers though so up to you if that wait's acceptable...

The issue with 'waiting' is that there is always new tech coming up.  And not only that, our requirements are always changing as well.  So in 2019 there will be new stuff to wait for and probably new needs in terms of performance.  Rule of thumb: if you need something today and can afford it, get something today.  Though if you can wait a month or 2 and something new is to be revealed in that time, its not a bad idea to see how that turns out.

A 7700k is not going to do you much favors in the streaming department.  The 8700k has just enough cores & clock speed to keep you afloat though.  And as mentioned (since you have a usable PC) it might not be a bad idea to see what the upcoming Ryzen refresh has to offer.  Especially since existing 1600 and up seem to have no issues with gaming & streaming simultaneously.

Just like with the GPU rule of thumb, get the best single GPU that you can afford or get one step down and dual gpu it. In your case, just get the 1600 or 8700/k if you can afford it along with its respective board. Can't really predict the future for 2019, I don't see intel doing more than 6cores on mainstream really within this year just looking at their difficulties with 10nm and how they slowly trickle down their tech.

with ice lake confirmed to be 8 core, it's better to wait, but an 8700 isnt terrible, 8core will be mainstream for a long time, can't say the same for coffee lake.
