Computer Occasionally Doesn't Boot, Occasionally Freezes

These two issues may or may not be related, I'm not sure.

My computer will sometimes not boot, only the case and the fans will turn on, everything else will remain off. 
This doesn't always happen, roughly once every 2 days or so I'll need to turn my computer on and off a few times before it boots.

It also will occasionally freeze, where I cant move the mouse, nothing on screen is changing, and keyboard inputs give nothing. The only way I've found around the freeze is to turn off the computer. 

I've recently upgraded my gpu, however this issue was also occurring prior to the upgrade. 

Specs:
Asrock fatal1ty 990fx motherboard
Nvidia geforce 1060
AMD FX

Seasonic 660 watt psu


If I left anything out that is needed let me know, I don't usually post my issues to forums

For the pc not booting try unplugging and reconnecting all your power cables.

Hard freeze with no mouse response sounds like something critical such as CPU/RAM/HDD.

 

I've seen dirty/faulty power do this as well.

How would I go about figuring out which is causing the issue?

You can run some tests for starters.

 

Prime95 = CPU / cooling test

Memtest86+ for RAM

SMART (short/long) testing for HDD testing

 

Dirty power is difficult to diagnose without specialized equipment.  Dirty power can be internal (PSU) or external (from the wall/street)
