It depends on what you want to do. If you look at this comparison on UserBenchmark, the Ryzen is a better average over the i3. If you plan to be productive and game the 1600. Just game the 8350k.

Define productivity. People assume that means high-end stuff like video or photo editing. But if you're just typing up documents or whatnot, then it doesn't really matter.

Ermmm...you can OC the 1600 as well. In fact, you can OC it on the stock cooler as the cooler included isn't pure garbage (its actually excellent for a stock HS and its good for its size) and ryzen chips run relatively cool.
