If I were you I would get a 2$ case to spend 1198$ on the actual pc itself

Depending if he goes ryzen and a rx580 or gtx 1050 maybe gtx 1060 he could have a good gaming pc for that budget.

A Phanteks P400 or P400s, TG edition if you like tempered glass. One of the best cases there is.
