ctrl + shift + esc is the shortcut for task manager, and it's the easiest way to pull it up

it also doesn't work

can you still access it via ctrl + alt +del ?

no. it still doesn't work.

Good thinking on covering up your porn.

nope. it wasn't porn. it was ssd caching, and some others.

you have been infected with a virus, disabling task manager and regedit are common features now.

i suggest you run a full scan with either avg or malwarebytes

You have a group policy set to disable the Task Bar.
Long live XP crap security. Anyway, beside the fact that I would suggest to get Windows 8.

Do:
Win+R > run: gpedit.msc. On the group policy dialog got to User ConfigurationAdministrative Templates > System > Ctrl+Alt+Del Options.

You'll find in the list: Remove Task Manager option set to Disable or Not Configured.

Now, close it, and do Win+R > run: gpupdate /force.

Then restart your system. You should be able to get your Task Manager working.

Note that group Policy is only available in the non-Home edition of Windows.

So: XP Professional, XP Professional 64-bit, Vista Business, Vista Ultimate, 7 Professional, 7 Ultimate and 8 Pro.

If you don't have permission for the group policy, nor have permission for the registry.

Then get out your Windows XP disk, format and re-install.
