PC for artist and monitor suggestion.

Hello there. I need help with planning PC for my friend. At the moment she uses cheap laptop that makes it unable to run any program for drawing on higher resolution of canvas. 
 

1. Budget & Location

We live in Poland but for sake of it being easier for everyone the budget is 600$US. If going over the budget would make significant difference that would be worth saving for lets keep it at 600$US maximum. 

2. Aim

She wants to do digital drawings and to get into 3D modelling. In the free time she likes to play games but if I would have to choose resolution I would say there is no need to go over 1080p for gaming (If 1080p is even possible for this price point).
I'm not sure how much difference it would make on future upgradeability to go with smaller form factor like micro-ATX. Micro-ATX came up as idea because we would like for this system to be more portable than standard midi case. The case design and size we liked is Corsair Carbide AIR 240, so it could be used as an example but it doesn't need to stay as the case of choice if there are better ones out there.
 

3. Monitors

Only one and at the moment getting the PC itself is more important for her than new monitor, but I would like to see proposed monitor for this type of work outside of the budget but at reasonable price. Even if it would mean to have better idea what to look for in one in the future when upgrade for it would happen. And yes I know that the current old monitor will be "bottleneck" of sorts due to lower resolution and such. 
4. Peripherals

There is no need for OS and any other peripherals to be included in the price.

5. Why are you upgrading?

During drawing on laptop CPU usage goes up to 100% and also due to low memory on low end laptop it crashes the app or makes it freeze forever ending with loss of time and progress on drawing.

Do artists need graphics card? Just curious as this will give you alot of room for more stuff

That's what I'm not so sure about. I would guess that 3D modelling uses both CPU and GPU resources. My lack of knowledge in this topic is one of few reasons I wrote here.

Considering that CPU/GPU is harder to upgrade and usually isn't needed for some time if build is done correctly maybe get rid of SSD and put it into other components? That would leave just HDD, it would slow down PC but would cut price at least if price gap isn't enough to get something better.

Maybe it would be worth to scratch from the build case and SSD? Put that into better gear overall and just go with 2TB HDD? 
Trying to find better deal on things because it could always end in old case or self made for the time.
Also I was hoping someone else would also chime in with some ideas.

Tried to change few things with upgrading in mind in the future. Slightly over budget and without the case... but I think it would be better deal overall, could anyone say if something could/should be changed?

Only thing I got is look into the programs she wants to use. Some are heavily CPU reliant, while others are GPU reliant.

Tailor the build around that, and some programs are better optimized on intel rather than AMD, and vice versa.

Try and get faster RAM due to Ryzen loving fast RAM.

If you can try and find a less wattage but equally good build quality PSU, may save a few dollars.

 

And for a monitor, I imagine IPS display with a good panel and good color on it.
