How do I stop my laptop from locking FPS at 30 on battery?

I think it's BatteryBoost in Geforce Experience that is causing the issue. Turn it off. It will reduce battery life, but who wants to play games at 30FPS anyways.

I recently bought a Dell Inspiron 7567 with an i5 7300 CPU, and a 1050 Ti 4GB GPU. It's a great laptop, but I've found out in my short time having it that the framerate in my games get locked at 30 when it's not plugged in, no matter the battery levels. Is there any way to turn this off?

Yep, that was it. Never had a laptop with an Nvidia card in it, so I never would've figured this out. Thanks!
