I'll assume USD.

Buying a Ryzen 7 1700 for 300 USD ensures a solid upgrade path and will also save you money on a cooler (since it comes with a really capable one.

For the same price, you could also get an i5 8600k with a couple less cores and would require you to get a decent cooler for it.

In the end it's up to you, but I'd recommend the 1700.

Budget?

No it's not.  The 1700 has eight cores and 16 threads, and it can be overclocked.  The 8700 is still better at gaming, but the 1700 still has uses.

u should probably look up 8700/8700k vs r7 1700 benchmarks, the 8700k is equal or faster in most multithreaded apps.

With the zen + coming out, the 1700 is now a terrible buy. The only one i'd go for is the r5 1600 as intel as nothing that has HT in that price range.

You said they were the same. They aren't. In terms of specs they're apples and oranges, and in use case they're different too.  I'm not recommending a 1700 right now, but they sure as hell aren't the same, or even similar.

What cpu would you recommend me to look at? I'm considering the ryzen 7 1700 atm but still open for any recommendations.

I'd recommend an i5-8600k and a Cryorig H7.  If you want a smaller cooler (but still quiet) and don't plan on overclocking, a Cryorig C7 is a good option.

Would that cpu work on a z170 or z270 motherboard?

No. Even though they are the same socket, the chipset isn't compatible. You need a Z370 board.

I recently purchased an EVGA Gtx 1070 and i dont know what cpu i should go for. I mostly want to use it for gaming specifically and schoolwork. Im also new to overclocking and don't know if i want to go that route.

for this, i would get this:

you can, but i expect the ram prices to rise for another couple of years, 8gb is fine though if you have nothing in the background, i would use an asus board with mce for all non-k cpus.

169$ is a good price for this 16gb RGB kit i personally think it's worth every penny.

considering you have more or less 400$ on your GPU, many games run noticeably better with 16Gb.

worth your 20 mins of attention ;)

if you're in the US the deal from newegg i would swing on it.

good luck for the future!

also, don't let the 2.8ghz advertised baseclock on the 8400 skew your decision, intel had to advertise it that way because of the 65W TDP when the CPU is running AVX instruction on all 6 cores the CPU can drop as low as 2.8ghz if you run it for a long time and you use the stock cooler (which i recommend for a future upgrade to get something nicer and quieter BTW) but when gaming AVX part of the CPU are not taxed and you will rarely see it go bellow 3.7GHZ when gaming, and most games will run at 3.8ghz on 6 threads.

https://ark.intel.com/products/126687/Intel-Core-i5-8400-Processor-9M-Cache-up-to-4_00-GHz

it's faster than the AMD R5 1600 in most tasks exept for video rendering/transcoding and other similar tasks that use more than 6 threads (7 or 8 threads in fact because the intel CPU has stronger/faster cores).

i would suggest you watch youtube reviews and comparisons of the i5-8400 for your usecase, a B350 board with R5 1600 and 16GB of 3200 or 3000mhz ram would be the next best thing...but personally i would rather go intel and grab a used core i7-8700(k) down the road for cheap as an upgrade if you need more CPU in the future.

Would the i5 need to be overclocked? I've never done it before and im afraid to destroy my build if anything goes wrong.

no this model is locked and you can't really overclock it, but it has a very nice boost table and you do get 6 strong cores which games love.

And since you get a Z370 board you can run fast memory as well, which can benefit too in many modern games.

it's a good choice for a high end gaming PC while keeping an eye on the wallet ATM in my opinion.

But like i said, watch reviews :) both have pros and cons...but the intel has more pros than cons IMHO.
