High end is GTX670/680/770/780/780 ti,HD7950/7970/R9-280x/290/290X.
And I would also call an i5 high end, because there is no game where it wouldn't be enough.
8Gb ram is also high end because there is not 1 Game that uses that much.

If you can run your games maxed out without any problems then you have high end.

High end is different to enthusiast class in my opinion.

 

I would say that anything that most people on this forum think is mediocre is actually high-end (Sandy Bridge i5, GTX 570)

 

Nowadays, there are people buying desktop computers with pre-bay trail Intel Atom processors, so anything with more power is a breath of fresh air.
